Heat the olive oil in a large pot or Dutch oven over medium heat.
Add the chopped onion and cook until softened, about 5 minutes.
Stir in the minced garlic and cook for 1 minute more until fragrant.
Pour in the diced tomatoes (with their juice) and the broth. Add the dried oregano, salt, and pepper. Bring the mixture to a simmer.
Add the refrigerated tortellini to the simmering broth. Cook according to package directions, usually about 5 to 7 minutes, until the tortellini float and are cooked through.
Remove the pot from the heat. Stir in the fresh chopped basil.
Taste and adjust seasoning if necessary. Serve immediately, topping with Parmesan cheese if desired.
Notes
You can use any cheese or meat-filled tortellini you prefer.
For a richer flavor, use chicken broth instead of vegetable broth.
